Briefing to the Romanian Government

Briefing to the Romanian Government on the right to adequate housing with regard to the marginalized Romani communities, January 2013

Amnesty International, the European Roma Rights Centre (ERRC) and Foundation Desire (founder member of the Working Group of Civil Society Organizations, gLOC) submitted this briefing jointly to bring to the attention of the Romanian government the inadequate housing conditions of approximately 1,500 residents – mostly of Romani origin – of the Pata Rât area in Cluj-Napoca. Our organizations consider that these conditions amount to breaches of Romania’s domestic legislation, EU legislation and policies, as well as violations of international human rights law and standards which are applicable to Romania with respect to the right to adequate housing and other related economic and social rights, access to an effective remedy and protection from discrimination. The Open letter was complemented by three documents, among them the one elaborated by Foundation Desire entitled Integrated housing program for marginalized communities, among them Roma.

Bugetarea participativă – instrument al dezvoltării urbane incluzive

În luna ianuarie 2013 un reprezentant al Fundației Desire a participat la lucrările Grupului de Lucru pentru Buget Participativ desfășurate la primăria municipiului Cluj-Napoca. În urma acestora a fost elaborat Documentul privind principiile, definiţiile și calendarul procesului bugetului participative, care fundamentează “Proiectul pilot – Buget participativ la Cluj-Napoca” ce se va derula de-a lungul anului 2013. Pe lângă documentul principal și anexele sale elaborate în comun, la finalul acestui demers participanții au prezentat primarului într-o anexă separată și pozițiile lor individuale față de problematică și modul în care ea a fost abordată cu această ocazie. În acest context, Fundația Desire a prezentat documentul intitulat Bugetarea participativă – instrument al dezvoltării urbane incluzive.

This text is a compilation of the documents elaborated by its author, president of Foundation Desire, founder member of the Working Group of Civil Society Organizations (Grupul de Lucru al Organizatiilor Civice, www.gloc.ro) in 2012,
in order to sustain the local strategies and policies for the territorial
desegregation and integration of the area of Pata Rat located near the landfill
of Cluj-Napoca. This text was sent among the background documents of the “Briefing to the Romanian Government on the right to adequate housing with regard to the
marginalized Romani communities
” issued in January 2013 by Amnesty International, European Roma Rights Center and Foundation Desire.
